## What & Why The new "Webhook Pipeline" tile on the System Overview page (Task #626) reads from and renders a degraded/red state when the most recent test ended in , , , or . There is no end-to-end browser test asserting the tile renders the right outcome badge, latency, and degraded reasoning for each terminal state — a regression here would silently hide a broken webhook pipeline from on-call SuperAdmins, which is exactly the failure the tile is supposed to surface.

## Done looks like - A Playwright/browser test signs in as a SuperAdmin, seeds (or stubs) the latest webhook_pipeline_test row in each terminal state (delivered, bounced, send_failed, no_events_received), and asserts: - the outcome badge text () - the degraded warning icon () appears for the red states only - the delivered-latency text () is sensible - the "Send Test Email" link points back at
