The behavior is implemented but has no end-to-end coverage, so a future refactor of the chip list could silently regress the affordance. ## Done looks like - A Playwright/browser test opens the SOF admin Email Report dialog, picks at least one recipient with a long name, and asserts that hovering the chip reveals a tooltip whose content matches the full string. - The same test (or a sibling) tabs to the chip's label span and asserts the tooltip appears on keyboard focus too. - The test uses the new test ids: , , and . ## Relevant files - — the picked-recipient chip Tooltip block (around line 1982, the loop). - Mirror the existing ineligible-chip tooltip test (Task #458's coverage task) so the assertions stay consistent.
