Let families separately mute coach-sent homework or summary pushes by email too

## What & Why Task #298 split push notifications for the manual coach / actions onto a dedicated preference (). The matching email side still flows through the existing email preference and the broader academy email knobs, so families that want the email but not the push (or vice-versa) for these manual sends have less granularity on the email side. Adding a parallel preference (or splitting the existing email pref into auto-publish vs. manual) would mirror how families now think about these messages.

## Done looks like - A new boolean column on for the manual coach send-homework / send-summary emails (or a clear split of the existing one). - / (in or wherever the recipient pref check lives) honors the new column. - The notification settings page () exposes the new toggle in the "My Athletes" section with a clear description. - A migration adds the column with a sensible default so existing recipients are not silently opted out.
