## What & Why Task #550 added the data plumbing so the SOF push fan-outs distinguish a "preference_off" suppression from a genuine "no devices on file" case (new rows in plus a field in the per-recipient and bulk reminder responses). However, the SOF Activity panel and the bulk-reminder summary toast in the UI still treat every non-success the same way ("had no eligible devices"). Now that the backend tells the truth, the UI should too: - Render skipped rows in the per-session Activity panel with their own treatment (e.g. "held by recipient's push preferences") instead of grouping them with no-device rows - In the bulk-reminder summary toast, surface a "X were skipped by push preferences" bucket alongside the existing "no devices" bucket - Mirror the existing email-side "skipped" treatment for consistency across channels

## Done looks like - The Activity panel shows a distinct visual / copy treatment for push log rows - The bulk reminder result toast counts skipped recipients separately from no-device recipients - A small UI test or screenshot confirms the new treatment renders for both cases
