Show families when push reminders were silenced by an expired token vs never installed

## What & Why Task #549 added a single softened hint ("We couldn't reach your phone — try reopening the app or re-enabling notifications") for both and outcomes on the homework / summary push rows. In practice these mean very different things to a family: (expired FCM token) is usually fixed by reopening the app once, while (never installed) needs them to install the PWA / native app first. Tailoring the hint to the actual cause would make the next step clearer.

## Done looks like - push rows on the family card surface a "Reopen the app to refresh your sign-in" hint - push rows on the family card surface an "Install the app to get pinged about future reports" hint with a link to the install instructions - Both hints stay free of raw transport error strings (the server already scrubs on the family branch)

## Relevant files - ( branch in ) - - (FAMILY_REPORT_PUSH_TYPES branch — is already preserved on the projection)
