Cover the new 'N skipped (previously marked as spam)' banner with a browser test

## What & Why Task #621 added a skippedCount summary line to the EmailReportDialog toast and an inline banner inside the dialog ( / ). The behavior is verified by hand but has no automated coverage, so a regression that drops or hides the banner (e.g. when the toast wording changes again, or when the dialog auto-close logic gets touched) would slip through silently.

## Done looks like - A Playwright spec drives the admin "Email report" flow against a session whose recipient list contains an address with a prior spam complaint. - The test asserts the inline banner renders () with the correct count, that the dialog stays open instead of auto-closing, and that the toast description mentions "previously marked as spam" and the Reinstate hint. - A second case asserts the banner is NOT rendered when skippedCount is 0 (clean send).

## Relevant files - (EmailReportDialog, sendMutation onSuccess + banner around line 2571) - (POST — already returns skippedCount)
